I'm having trouble finding an all-in-one PC with a VESA mount. Apart from being a minimum of 24" I'm not that concerned on many specifics as it would only be used as a VNC client to monitor a remote operation. Anyone know where to get something like this?

Another option could be the Lenovo Tiny. They can be mounted between monitor and stand via VESA with a kit.

You can get Dell OptiPlex in SFF or USFF versions. You can then buy a Dell monitor stand that will allow you to mount a monitor in front of it and the PC at the back. Have a look at accessories for Dell OptiPlex.
Alternatively, look up if you can achieve your purpose using a Raspberry Pi 4 - cheaper and easier to mount.
I picked up a used dell optiplex 9030 cheap on ebay, 24" AIO with vesa mounts on the back.
