Is it possible to get, for example an Indian subscription to Apple TV+ ? Similar to Turkish subs to Netflix and Indian subs to Youtube.
If this is possible, is an Indian payment method needed as well?

Don't spread false information.
You do not lose access to purchases when changing Apple ID Country.
I like Apple TV+, though I don't pay much for it. It just doesn't have a lot of content but what it does have is good.
Just watch everything when you get a free trial for buying a phone :)

First of all, do you really need to do that? You might disagree but personally I find Apple TV+ to be quite poor.
Anyway, to answer your question - most likely you can do that, however, you will need to change the country of your Apple ID. That will make your life terrible because all of your purchases/subscriptions made in the current country will be lost.
The only option that is more or less viable is to create a separate Apple ID just for your Apple TV and watch TV+ only there but yet again - do you really need to go through that for it?
