I think they will hold on if others don't drop price to sell. At least until 4xxx series about to come out. I think most retailers have stock for a while now, they are just trying to sell them at crazy prices.

Is it equivalent to 3080 in performance minus the dlss, etc? Better than 3070 ti?
It's comparable to a 3080 in terms of pure rasterisation at 1440p and below, minus the nvidia benefits like DLSS, NVENC, etc. At 4K it's a bit behind, but still quite a bit ahead of the 3070 Ti.

Yea basically, just remember the 3070 ti is closer to the 3070 than it is to the 3080.
Also AMD GPUs are shit at ray tracing in comparison.

It's LHR, so not as good for mining.
non-LHR no longer produced, so LHR are the only options now.
Maybe there are more stock available now and also miners don't want to invest too much into new GPUs pending the possible announcement of Eth mining going pear shape in a few months time?
Miners can switch to RNDR and ETC if Ethereum ever gets their 💩 together and get the job done.
