the minimum age to be able to sign a contract for credit (post-paid plan) is 18 years old, but since it's a prepaid, if he can provide the required ID details to activate the account, I don't think they're going to care. (Some telcos say that they need the parents' or guardians' permission, but don't specify what form that "permission" should come in).
The minimum age is 18 years but with permission from your parent or guardian AFAIK there's no minimum age to activate a service.
Have you tried asking them?
Get an adult to activate the sim.
