I picked one up from the Pitt St Mall today. Basically they're in a dispenser inside one of the advertising stands and have a mobile number you have to dial (though at no cost it says in the fine print - it comes up with an engaged signal when you dial but I received an SMS basically straight away in return). A soup sachet is then dispensed - though a limit of one every 24 hours apparently and operating hours are 7am until 7pm.
