Hi - I need a new phone number to receive phone calls and text messages but don't require any phone credit on the phone. Does anyone know how I can get this? I've been keeping an eye on some phone deals with 100% cashback but there haven't been any recently.

Aldi Mobile pay as you go sim for $5 in store or online is best for your needs as the sim will stay active for 365 days.

+1 for Aldi, they use parts of the Telstra 3G and 4G network.
Optus is too unreliable in my area, unfortunately.
