Poor Connection on The Telegram iOS App

I just downloaded telegram app, I keep getting bad connection, is not my wifi or phone data and disconnects a lot is this normal?

Also when you ring someone and sometimes it does like a decoding buzz then normal ringing and sometimes it just does the decoding noise but no ring what does this mean? Cheers

    Of course just have some friends out of the country, telegram seems to be very unreliable
