Looking to buy a PC or NUC with an i7, SSD, and at least 16GB ram. If possible, something I can keep upgrading on my own later. Should be capable of handling multiple chrome windows, MS office, and some video editing. Any suggestions?

high cost is due to modularity, it's Intel's attempt at making a NUC that you can upgrade.
The upgrade is done by completely removing the compute card, which houses the CPU and motherboard in one package, and then slotting a replacement card into the NUC's base board. Like a motherboard within a motherboard. https://www.youtube.com/watch?v=uuNaaar6C5g
These upgrades are very expensive though and you're probably not going to ever throw in an upgrade (since by the time you do, the whole platform is probably already discontinued)

Will there be a huge difference in performance with i7 11th generation and say 9th generation? My knowledge tells me that its the memory that matters the most. Not sure if I should save money and go for the 9th or even something lower.
@HarryG: There's actually a fairly large generation leap between 9th and 11th gen. For example, 9th Gen intel doesn't even have support for PCIE Gen4.
