It's basically Airtasker for pet sitting/walking etc.
We've used it a few times for cat feeding while we've been away, and had great experiences with people on there. That being said, it's a "caveat emptor" kind of situation.
Do you have to be a customer, or can anyone refer?
Also can you refer yourself? I do some pet-sitting locally just through word of mouth, have been thinking of joining a service but haven't had the time to look through all the fine print. $20 might motivate me on that front.
Used this 2 years ago for our Japan trip to get someone to look after our dog. I highly recommend it. Better rates and environment for the dogs compared to a pet hotel.
