Depends on where is your Costco. The one in Melbourne Docklands is within the member area, so you will a card. But the one in NSW Lidcombe is outside the member area which is open to public. Obviously, the Costco in Uranus is different. Probably need a spacesuit to enter.

Lidcpmbe one is outside the staff checking points thus no membership. So far I know they don't require membership either to order via the machine.
The food court is outside the area where the staff checks your membership before you enter. Purchasing of food is done at self serve counters. So there is no requirement for the card to buy pizzas. Parking at Lidcombe is not checked and timed also, so it is a great place overall. I have had my card checked in Costco Docklands before entering the parking.
yes, I've had membership on and off, and have bought food from this costco without one.
There is a way to get access to it by getting a card and refunding before the year ends. Keep the card and they dont check if its in date at the door. Get your pizza anytime

In the US and Canada, most of the cafeterias are outside the Member area. Although I think in Japan most were in the Member area.
You can walk into the Canberra / Majura Costco food area and not be asked to show your card. Card not required to order either.
I was once asked to show my card to enter that area, but only once, and that was a while ago. Otherwise, as everyone says just say you're going to the membership counter then stroll on through.
At North Lakes, QLD the food court is outside of the member area. I've gone specifically for pizzas and never had to show my membership card when entering or ordering, even at the self-serve kiosk.
