dunno if it's the cheapest, nor anything about it's attributes, but I happened to notice the bamboo manga for $119 at mr pcgeek the other day….
The cheapest new tablet I could find was the wacom bamboo

It is a very basic tablet though. It doesn't have a touch interface and no other functions…
You wont get the size that you are after for $200. Not brand new anyway. Tell us more on what you intend to use it for. Besides you wont need that amount of real estate unless you work dynamic. Any questions just ask away as I have a Cintiq and a Wacom I use.
honestly, your only going to get a intuos 4 small at that price, maybe a 2nd hand intuos 4 medium
Have you looked at the Wacom Inkling? It's not a tablet though could be good if you're using it for illustration?
Ignore this if you're using it for Photography, Video Editing or just want to use it as a mouse.
