If I create multiple new Uber eats accounts with a new email and phone numbers, can I still use the same payment details as my main account and still access the free $30 credit?

Yes. Or get scared when people tell you that Uber will spend thousands of dollars to chase fraud of hundreds of dollars.
Address can get flagged which happens often.
Eventually you will get blocked so you can’t use Uber at all even if you want to pay full price.
Neighbour still can’t get Uber eats due to abusing their welcome credits

You can.. there's a chance it wont work or they might not process the order.
Single use cards from Zip or similar are ideal though, Paypal is also an option.
