Ahh i can see where you're pointing out.
I think what it's actually saying is that there is a additional condition for canadian residents only. If you check the the last page (8) and look at appendix a you will see the countries that can enter.

Local regulations must be too complex for them. Not like other comps don't allow entries from all states/territories though.
You can't enter using an email address only. When you try, it forces you to also enter at least one social media account that they can link to.

I think that is more to do with the gleam platform. There's no entries involving social media for this particular comp.
Could be gleam asking you to connect a social media account if it's the first time you've used gleam?
Looks like a change at Gleam. I used to enter comps using individual email addresses for each comp - to limit spam. A while ago Gleam started throwing image recognition captchas at me every time I'd go through the first thing on the list. These captchas have now been replaced with the requirement to link to a social media account. Even for credentials I've used a number of times before, like PCCaseGear comps.
I won a $25 gift card, but I'm not going to be eligible to claim it.
