Yeh, I'd say so, it's grown in wet weather with water sitting there, then died in dry weather… Just scrub it off… Is that hole a water drain hole, is there a hole out the bottom somewhere for the water to drain?, if it is a drain hole maybe poke a skewer or wire down it to see if you can clear it out so the water can drain away…
Dead moss and rust from rainwater.
How to treat this thing? If not WD40.

I would say its just partly dirty rain or dirt off the window onto the sill. Then if that dirt has been sitting their it mat have gone mouldy. Anyway hit it with some exitmould or the like and give it a good scrub I would say. Wear a mask and gloves.

@Pandabargain: Well if you can't reach out there, you're going to need some scaffolding and a scraper type device.
It'll come back again though, so why bother?Anything harsh enough to chemically remove Lichen without physically removing it will damage the window area.
