Up doesn’t provide full virtual debit cards.
I have an Up account and have never seen this feature, how did you do it?
This user is probably referring to the virtual card you get with their 2Up joint accounts feature. As already said above probably not what the OP is looking for.

Yes you have to top up, you cannot get your salary paid directly on to it. But you can link your bank debit card and top up from there, it’s quick and no fees.
They actually do provide BSB and account number so not quite sure why it would not be possible to get salary paid directly.

There are financial services product not a bank and yes the best way to use it would be to top it up and not store large amounts of money in their accounts.
Revolut's virtual cards in Australia seem coded as prepaid cards and some merchants, i.e. Uber Eats, don't accept them.
Well the card number probably reveals exactly where it come from….

Zip pay used to generate single use card number, only it is not really a debit card.
Wise (formerly TransferWise) has digital debit cards. I think you have to buy a physical card first for 10 bucks, then you can generate digital cards as required.
The downside I found for Revolut is that if you pay USD on weekend, it charges 1% for fees

OP based on what you've said you're looking for Revolut it's pretty much the only one left offering a product that's probably going to suit you the best in the Australian market for consumers. Remember they considered a financial service and not a bank.
The next closest option is probably Wise followed by several of the pay now later services that offer one time use virtual cards.

Revolut's service reputation online is pretty much atrocious however in the whole time I've used the product since it's been available in Australia I've not contacted support.
But I'm also not doing anything major with the account other than loading money and when necessary and spending immediately. I also minimise risk by only stalling a minimum amount there $25.

Their cards can be used at any retailer provided they accept prepaid cards and don't have those locked out. They also display card numbers to you in the app support digital wallets across multiple platforms and depending on what the offer is it the time may give you a free physical card.
Why would someone use a virtual debit card over a standard one?
For when you want to only want to one time transaction of a subscription without the stress of remembering to cancel the recurring payments.
