I know prices are off the roof at the moment, but I can't really wait for a new card and I found a 3070 gigabyte gaming for $1500, is this worth it?
Or would a 3070ti TUF Gaming for $1700 be better??

I presume these are brand new prices. The Ti is ~10% more performance, more CUDA, tensor and RT cores as well as GDDR6X memory instead of GDDR6.
The $200 extra cost is reasonable and would go for that if future-proofing.
Note there's additional peak power loads with the Ti and you'll need ~750W PSU minimum.
Only other thing to check is size if you have a small case. Some Ti models are much larger.

It can be found for less than $1300, but you have to be proactive. If you wait until it shows up on here, it's probably already out of stock.
Keep an eye on new Ebay listings & create a bookmark folder in your browser for several GPU sellers, being as specific as possible to find what you're looking for- then just check around every couple hours & hope you stumble across it- that's how I found the PLE $1229 deal- I was really close to settling for a 3060ti til that point.
More importantly, the 3080 can be found below $1700. The 3070ti is only an incremental improvement over the 3070, very small, but the 3080 is much larger & can be found in that price range. In my personal opinion, I wouldn't spend more than $800 for 3060, $1000 for 3060ti, $1300 for 3070, $1400 for 3070ti & $1800 for 3080.
Of course the ti would be better . Whether it's worth it to you is another question.
Personally I'd get a 6600 xt or 6700 xt
