$50+ min spend for me. I have used a Menulog offer earlier from Commbank rewards which might be the reason for getting higher min spend

Can anyone if you still get the cashback if you spend $31 and use the Menulog $7 coupon bringing the total to $24?
Most likely you would not. It will only be triggered when you spend the required amount. That is how all of these offers work.
I don't understand the CBA app. I click 'Activate' for this promotion within the app, but it never gives me confirmation that the offer has been 'activated'? The 'Activate' button just reappears like it hasn't been activated….
I made a $30 purchase directly with a CBA Mastercard a few minutes ago and so far no activity within the rewards part of the app alerting me if the offer has been 'recorded' or 'activated' like what would occur with AMEX cash back offers. I hope a technical glitch hasn't ruined my chances with a cash back. Might just have to stick with AMEX if this is the case.
Can you activate these offers from web browser instead of the app?

Depends on how good you are with technology. As I do not have a smartphone it is a pain for me.
Just an update. I received a notification within the CBA app that my Menulog $10 cashback was claimed. This is obviously good news as I can now trust the app and use it for cashback. I provided feedback within the app mentioning that CBA needs to specify when a cashback has been 'Activated' because at the moment it stays as 'Activate' until the cashback is claimed and this causes confusion. I suggest others provide the same feedback.
Does this include delivery cost?
Yes it's total spend, CBA and Mastercard can't see how much the delivery fee is on their end on the total spend.
