Any Windows Tablet Recommendations as a Surface Alternative?

I was primarily working with my desktop PC so I didn't mind keep using my 10 year old Macbook Pro, but it's getting kind of slow now.. I need to work on my Master project this year so I'd like a light-weight tablet that I can take to school to do some coding, and taking note with a pen.

I'd like to keep the price down if possible as I don't earn as much during my Course and I want to keep it within $1500 range if possible, $2500+ surface is a bit too much.

my requirement:

1. Windows 10 x86/64
2. 16G RAM (I see all those cheaper surfaces are all 4GB/8GB and I wonder how is it enough)
3. zen2/3, or 11th gen intel, doesn't have to be i7, quad core is enough, I'd like if the CPU is 10nm or 7nm for power saving.
4. It will be nice If it comes with Xe or Radeon graphics for light gaming occasionally(but I have desktop and I am fine with a Intel HD too).
5. Come with (or I can buy separately) a keyboard (type cover) and a pen.
6. Lightweight
7. Good-ish battery life, or lightweight charger, both will be great.
8. Expandable Storage would be nice (thru m.2 2242/2280 SSD, or even just a MicroSD slot)
