It looks like a type of leaf miner insect which is treated with a systemic insecticide.

Yep, looks like them. Don't get carried away and thrash all the insecticide around, just something simple like neem oil or soap.
I agree. Looks like psyllids. Mix up some soapy water (using dishwashing liquid) and spray on leaves regularly. The surfactant in the soap should suffocate the psyllids.

That’s a Lilly Pilly and they are prone to psyllids there is not a lot you can do about it except to fertilise it with a native fertiliser and a reasonable amount of water to make the plant resistant to the pest.
Prune the damaged leaves put some good compost around the base and seasol every 2 weeks for a couple of months to get some root growth.Seasol is a health treatment not a fertiliser
You could also use white oil as well but generally the damage is done once you see them.
Unfortunately psyllids are quite a common occurrence among lilly pillies, especially the older varieties. In the future, if you plan on planting more of them, opt for a newer variety such as Lilly Pilly 'Resilience' that has been developed to be resilient to psyllids.
I have these insects every year i have about 40 of these plants in my front yard. Fortunately for me by winter time they disappear and the plant goes into a vigorous stage of growth. The plants have survived well they are about 3 - 4 meters high 2m wide.

I think I've had this before and it was some type of mite or insect. I don't think it is a fungus or anything.
I think I used a spray, maybe take a photo to bunnings and the might be able to help. Hoping someone else on here can give you better advice.
