      18+ is really just a tag to indicate the set is for display not play.
      However, it does seem weird to me that both Sesame Street and Winnie the Pooh are in the 18+ range.

        Marketing. Adults who wouldn't ordinarily buy lego see the 18+ and more "serious" black packaging might take a second look "they make lego for adults now".
