Depends what you are trying to achieve. Double glazing, make sure it is sealed, prevent the sound from hitting the window are some ideas.
To stop noise, apart from using double glazing
I get that, but how much noise, what sort of noise etc.
Eg do you back into a train line, knocking out noise from a rattling house is hard. Just traffic noise from a block or two away is a lot easier.
It's an apartment, wanting to block out street/ surrounding noise
You can get noise curtains, extremely thick and heavy. Or perhaps use a fan or some other constant noise device to drown out external sounds. Or put a fence up in front of the noise source
