So I looked for the manual and see that there is way to set the upper limit as shown in this image: https://ibb.co/ScZ679m
But for some reason upper limit is still not getting set (above 21.5c).
Any idea what is the problem? How to set the upper limit?

Have you tried this? As your video doesn't seem to show you doing the process to get in and set the limit.
It would appear you have a upper limit set as you say to 21.5
Same thoughts, it talks about hitting 2 buttons in quick succession to access the upper limit setting function.
yep, sorry guys the vid is to show the problem only.
I have already tried the setting change steps shown in picture but no luck
God I wish my AC had its upper limit set at 21.5 at the moment.
