Yep, I'll be trying it with a VPN.
I tried with PIA VPN connected to the Philippines but it was still trying to charge me for the game.
I get the same, looks like it requires a native Xbox Philippines account.
It shows as free on the main page, but when you click to buy it, it asks for money.
