Well, the SE is effectively a repackaged 4 with enough changes (ie less features) to distance it from the 6, to provide a cheaper 'entry level' watch and also encourage people to buy the more expensive device if they want the extra features. One of the missing features is ECG support, even though that was/is supported by the 4 that the SE is based on. So, blame the Apple marketing department. ;-)
FWIW The ECG app is not supported on any watch here in Australia until watchos 7.4 is available (https://9to5mac.com/2021/04/20/watchos-7-4-adds-apple-watch-…)

No as Kogan products are Grey Imports and have Kogan warranty.
I think you would be better off getting an open-box S4 for the same price $409 @MobileCiti on eBay (after PLUSDE1 discount code), which has Apple Aust warranty, plus Cellular (usually $149 premium) as well as ECG (the next OS release), and free delivery.
