Technically that would be illegal. The reason the question exists is to make it a "game of skill" and not just luck in which case they need a difference license for the competition.
That said, I'm sure you're not far from the truth. ie, maybe they pick 20 to read and pick the best one of those or something…

Yeah, having worked on a bunch of these kinds of promotions in the past, it’s highly likely that the “skill” part of this is basically “can write words”. It’s the bare minimum to avoid being considered a game of chance. Nobody is reading these to determine the quality of the response. It’s picked randomly and they double check to make sure it doesn’t say anything controversial.
Literally screw these words or less competitions and the bs loophole they are exploiting.
Hate everything about them.
