There are very few services that actually lock the service to a single IMEI, it's mostly free services that do this.
Can you give an example of a paid consumer service that will work in a "mobile broadband" device and not a phone or viceversa?

@deme: As per my first post go and read some of the Optus plan's critical information summary for their Optus One plan and their 4G Home Internet plans (called was wireless broadband plan a few months ago).

Let me spell this out for you.
If I have all of the Optus One plan and 4G Home Internet plans and put them all in phones will anything stop working?
If so, besides a simple setting change on the phone will anyone stop me, if so what?
@deme: So you can't google and read the critical info summary I will give you the gotcha's on the two plans you have mentioned.
The Optus One plan SIM will not work in any of the Optus branded 4G modems, but you can get a $15 plan (I do not know what it is called) that will work in a 4G modem and the 500GB data is shared between the two plans. The Optus One plan SIM will work in a phone. I have a friend who purchased the Optus one plan and the SIm did not work in the Optus AC800S or his old USB Optus dongle. To get it to work he bought a $15 / month sim and the data is shared between the two.
The 4G Home internet plan SIM will NOT work in a phone. I have this and the SIM does not work in my phone as I tried to test it last year and my phone has an optus mobile phone SIM in it.

It depends on the mobile network you are going to use and/or the MVNOs you are going to use.
In the case of Optus the simple answer is NO for the current SIMS, but if you have an old SIM from a 2 or 3 years ago the answer could be yes (could as in 70% probability). The complex answer is to read the critical data and see what it says about using the SIM in a phone V's a dongle/modem and if it does not make sense then ask, but in the case of optus you will probably 90% of the time get a wrong answer.
This sort of question is better asked in the support area for the MVNO you are going to use.
