PSA: eBay Plus Subscription Fee Is Processed outside of AU

PSA: I just purchased an eBay Plus subscription and it was processed outside of AU unlike eBay seller fees, so my CC charged me an international transaction fee. Not happy!

Are you sure the fee is from eBay? This deal for eBay Plus subscription has been used by many many many of us and there's no mention of international fee.

My primary card in PayPal is 28 Degrees so I wasn't slapped with any fees.

  • I think it was always like that, I think I used an ING card and got a rebate.

  • I was never charged an internation fee. (With NAB)
    Hmm

  • Did you pay CC via PayPal?

I've found recently using PayPal attracts the fees, where as using the CC directly doesn't.

    • Yes I did. It was via the recent promotion where you get a $50 voucher. Paid via Paypal with my Westpac Black CC. I knew the CC had international transaction fee, but I was under the impression that the eBay charge would be similar to my eBay seller fees which are processed in AU. This transaction showed as 'eBay Marketplace' and was processed in 'CHE' (Switzerland).

Yes, happened to me on a deal about a year ago:

Hi all, not sure if anyone else had an issue, but I was stung with an international fee on the Qantas credit card (paying via paypal) for the ebayplus membership. I phoned up Qantas and they informed me that eBay Marketplaces GmbH is considered interational. They refunded the money as a once off, but just be aware when paying for your membership that the credit card provider may consider in international.

  • Whoooah. Thanks for the alert. Got a $50 sweetener to join'em.

Same here - I was charged a fee using my commbank credit card (via paypal) on renewal.

Also the same when using Moonpig.au site - always an international fee charge too.

Never quite understood why we get this charge for AU websites - but more to the point that we are not warned or notified.

Never quite understood why we get this charge for AU websites

It has nothing to do with the site address or even the place the website does business, but all about the point the charge is 'processed' from aka merchant.

With moonpig, they bill using their UK merchant credit card processing setup. So yeah its a intl fee.

but more to the point that we are not warned or notified.

Sucks…. and I agree if its a Australian front they should be billing from a local merchant setup.

I submitted a complaint to ACCC previously saying merchants need to be clearer stating where they will be processing the payment so Customers can make informed decisions. Received an auto-reply saying they'll respond within 30 days. Nothing yet and that was almost 6 months ago.

ACCC are toothless for most complaints, they only do something once they start to pile up.

But I agree, there needs to be more transparency, but at the end of the day, most people (non ozb peeps) don't seem to care and a lot only have one card to use, so no real choice even if they say this is billed intl you might get a fee :/

It was a huge problem after the Credit Card reform by RBA which resulted in all banks now charging DCC for Internationally processed credit card transaction.

So I think a year later, most of the banks' T&C are updated to say that "It is not always clear where the merchant will process the payment" as a get-out clause so customers stop calling them about it.

There is nothing you or ACCC can do about it. I am not even sure if for example, Officeworks decided to use Stripe as payment gateway, would that attract DCC / International Fee since Stripe is not Australian.

This eBay case isn't DCC exactly. Dynamic Currency Conversion is where the merchant charges your card in the card's native currency instead of the merchant's local currency. The problem is the exchange rate is horrendous on those transactions and you still get hit with the international transaction fee by your card issuer. The card issuing banks are not automatically charging DCC as they have no control over it since DCC is instigated by the merchant.

Whilst yes eBay in this case is charging from an overseas merchant and in a non-local currency (to them); they're not doing so at a disproportionate rate for the customer (which is the problem with DCC). This however still causes the international transaction fee to trigger as they're still classified as an overseas merchant.

If Officeworks decides to use Stripe as a payment gateway, whether an international transaction fee is applied or not depends on where they've set up their merchant location to be. With Stripe you can set it up as being in Australia so any transactions done with Australian issued cards won't have international transaction fees.

        • Good to know! I am always curious with this International Transaction Fee thing that I set up previous forum in Ozb about in an attempt to let users know where International Transaction Fee would be charged.

AFAIK, eg, Playstation would be one example as do Book Depository.

  • I guess my point is, it seems like eBay has different processing facilities depending on which channel you get charged from.

eBay seller fees = AU processing
eBay Plus subscription fee = CHE processing

  • I also been charge international transaction fee for eBay plus. Good to know that is what it is.

  • Same here as it is labelled as CHE processing = Switzerland…

Im with CBA and yes paid via PayPal.

Off-topic (maybe?), what about Amazon Prime? does anyone know whether it occurs international fees too?
