I have noticed that they check that the address is unique AND the credit card is unique.
If you do a new name and new address and new credit card it will work.
It didn't effect with the same PayPal last time, normally Auspost attached to my address.
If I enter an odd address, I won't get a notification.
So I'm confused how to do it!

I used to be able to just use different email accounts and I could get the new customer discount (and $10 credit for referrals), but about 6 months ago it became needing a unique card, and a unique address.
