Where Is The Cheapest Place to Buy iPhone 4S?

I need to bring one 16g iPhone 4s to a relative oversea. So I need to get the unlocked one without contract. I wonder where to buy it in cheapest price. I know apple store would have stocks but I need to know if there is other alternative to get it cheaper.

      4S 16GB white still sealed and can be unlock on vodafone site as I have 2 and already unlocked 1.
