Seems to be the cheapest yet? Correct me if not.

The standard edition is also $13.93. Not the cheapest but still a good deal.

    It seems so, but not certain as I haven't played it before.

    Yes this is the most complete version of HITMAN 2 you can get.

    I bought it for $22 back in May and really enjoyed it.

    I think so. You get a Key in your GMG account when you purchase games so I'm guessing you can just copy the code and put it into your other steam account.
