Hi! I am building something similar but for both gaming and design/video editing. You could probably get yourself a nice 5800x + RTX 3080 with a nice 32GB RAM and SSD. Pretty sure it's powerful for your needs. If you want to reduce the price a bit lower then a 5600x + RTX 3070 would be great too.
I had an AMD albeit around 15 years ago and it was loud, I'm sure they've come a long way but I think I will stick with Intel. Don't know much about graphics card but I know I don't need the bees knees for smooth gaming graphics, just something that will render 4k video well. Won't be doing anything like full professional wedding type of videos but more semi-pro work + video footage for daughter's art & craft channel.
This is why I would recommend a good 3080 GPU. you could stick with intel if you like but from the reviews, I've read and watched, people prefer AMD these days simply because it is value for money and performs really well. It is entirely up to you which processor you would prefer.
What would be a more budget option for my needs other than RTX 3080? $1200 for a graphics card without gaming sounds a little steep.

If you look around you can pickup a suitable Quadro card for a decent price. No point in spending money of a RTX gaming card ($800-$1600), if you're not gaming with the system:

The i9 system already comes with 64GB's so no need for change.
I use one of the 7080's at work (spec'd with i7, 32GB RAM, 2x 1TB NVMe, Wi-Fi 6, RTX2070s, Dell 500W 80+ Platinum PSU) without issues.
Something to consider…
This is a small form factor (SFF). That generally means you are limited to low profile graphic cards. No chance in hell of upgrading/future proofing with graphics card upgrade to an RTX which won't physically fit in this computer case.
Maybe look at a bigger 'workstation/tower' form factor instead of SFF. Will have much bigger room for upgrades and alike.
OP can get ITX box with enough space for a full height but reduced length card.
In regards to Intel vs AMD,
if it wasnt for AMD, we would still be stuck on single cores and 4gb ram (AMD brought Dual Cores and 64 bit to the mainstream)
Intel had 10 years from Core 2 Quad to I7 7700K to make more cores mainstream, they did not
AMD Came back and made Octocores and now 16 cores mainstream?

they are the future, Intel has been stuck on 14nm for 5 years
also AMD can upgrade from ryzen 1000 to ryzen 5000 on single motherboard 2017 - 2021 (b450)
Intel requires 3 motherboards for same period 7th gen —> 9th gen —> 11th gen

I would go for B450 / B550 with Ryzen 3900 / 5900x system
