It doesn't say Game Pass Ultimate is needed for the preview. The only mention of it was in there blog post where they'll include xcloud with Game Pass Ultimate next year.
Didn't let me sign up to it with an account without it this morning
I signed up a couple of minutes ago and I don't have gold or game pass.

Well it took me to the sign up to Game Pass Ultimate page and registration is now closed.
Oddly they reopened it now and let me sign up without it.
