Hmmm I would pop a post over at Whirlpool's HTPC section - there's a few heavy hitters in this area that will be able to give you watertight advice.

HTPCs are redundant, no-one makes them anymore.
Get a Dell refurb on ebay. If it doesn't have HDMI you can get a low profile graphics card for about 30 bucks that will do 1080p all day.
What is a good graphics card to get?
An nVidia GT210 will do the job, it's what I've been using for years. If you can't get one you might have to spend more on a GT710.
If you want to do 4k a 1030 would be the minimum I think.
Why dont you just get a previous generation NUC for like $500.

Are you REALLY sure you want a HTPC? I say this as someone who used and made them for a decade or so - it's well known that HTPC's have been well and truly surpassed by the smaller 'mobile' oriented processors - hence premade boxes like XIaomi Mi Box, Nvidia Shield etc are recommended as vastly superior HT solutions.
What makes a HTPC a better fit for your needs than something like that? (asking out of curiousity)
