If that's the budget, maybe keep an eye out for another sale on the Dell S2721Q. In summary it is a 27", 4k, 60Hz, IPS in the mid $300's.

not sure if HDR but you don't need it imho like others have said
HDR for monitors typically isn't as great as it for TVs, most lack Dolby Vision, for example.
No such thing as an affordable 4k, let alone HDR (see real HDR) monitor.

The most notable thing from that second link is this: "…there currently aren’t any monitors with HDMI 2.1, so the most you’re going to be able to get is 4K/60FPS (or 1080p/1440p 120FPS)."
If you're not fussed about the real advantage of these consoles (120Hz VRR via HDMI 2.1) then look at those suggested in the article, or any cheap 4k monitor should be fine.
