So the lawn mower doesn't turn off. Usually with the handle lever won't shut it off so for years we just move this metal plate the trottle? I assume and it shuts off. But today (mower stil going) it won't shut off.

tried to run it on tall grass. anyway the fuel ran out. mowed neighbors lawn
Now it's stopped , just inspect it. They are a pretty simple device.
I've had this happen where the piece of metal you are talking about the cable connecting to bent. Fix = bend it back.
Also check the cable (could be why it wasn't working), clean the air filter (you'd be surprised how bad they get), and give it a general clean/degrease so the airflow butterfly can move freely.
