Have you check it in bios or on a program like cpu-z?
Also most times you have to select the XMP profile in bios to get advertised speed.
Edit: there are a lot of PC questions like this on Toms hardware with direct solutions, and have helped me a lot. So my advice would be to go there first.
Maybe listed as DOCP rather than XMP given XMP is Intel. DOCP is the AMD version but manufacturers don't always follow it.
I had the same problem as OP. Jugganautx answer was what fixed it for me. Select the XMP profile in BIOS and make sure you save your settings when you exit BIOS.

Either you didn't change the XMP profile or you need to update your UEFI BIOS to the latest version.

I tried to change profile in bios but it returned to 2133 after saving and exiting bios.
I just built my system today. I'll check if bios updates are available.

check bios compatibility, many are compatible, but at a lower clock speed.
Look at the sticker on the ram. What does it say?
it is suppose to be https://www.gskill.com/specification/165/185/1567584071/F4-3… . There is no info on stickers.
I tried to change to following as listed on page
Speed: 3200MHz
Latency: 16-18-18-38
Voltage: 1.35V
but it goes back to 2133. I think I got https://www.gskill.com/specification/165/185/1534752219/F4-2… instead of the one I ordered.

In screenshots it is even lower at 1066 MHz.
I guess I need lots of reading to understand RAM specifications.
DDR stands for Double Data Rate. This means that there are 2 dataticks per clock cycle. If you double it you find you have 2133MHz
CPU-Z often (but not always) shows the clock cycle speed. (source)

You will probably need to choose the correct series first
Btw, ryzen has been very picky with ram. The downside of having multiple generations of cpu compatible with the same board.
Check the board firmware too.

Next time I'll do this research before buying parts. I used pcpartpicker but should have asked questions about build from other users first.
Added to my notes and setup 4 years reminder as I think this should last 5 years.
Lesson learned.
Have you checked your bios and adjusting it there?
