Custom-Made Curtains with or without Draw Rods?

Hello people with good insight into the curtain industry,

A friend recently had some new curtains custom made for her house. These are the type of curtains that you can open and close using a draw-rod dangling down from the top. (e.g. https://pbs.twimg.com/media/EGbCGFHWkAAbfro?format=jpg&name=…)

Without the draw rods, the curtains can still be open and closed by hand, but that has potential issues with leaving marks on the curtains, and possibly stretching them over time.

When my friend got her curtains installed, she was surprised to learn that they didn't come with draw rods.

So when it comes to custom-made curtains, are the rods usually an optional extra, or should the customer have a reasonable expectation that they would be included? Thanks.

Second question. Fortunately the seller ended up providing the rods without invoicing (yet). My friend would like to compensate the seller, but other people have said don't worry about it - the seller screwed up by not being clear about the rods and my friend may not have purchased from the seller knowing the rods were extra. Any thoughts? Thanks.

    I've seen these a bit when we lived in the UK.
    I don't think I have seen them outside of a hotel in Australia.
    I probably wouldn't assume they would be included, and if they were, would expect them to be flimsy plastic sticks.

    I prefer to not use the rods. I’m happy to pull the curtains shut; making sure my hands aren’t grubby.

    If you can reach the top of the curtain anyway then you don't need the rods. If you have a frail family member or a lazy one who will just grab and tug the bottom of the curtains, then maybe you'll need the rod.
