I stock up on discount xmas wrap in the Boxing Day sales, but non-xmas wrap seems expensive all year round.
Where do you source inexpensive birthday/father’s day/mother’s day/etc wrapping paper?
Some family members would be unhappy with recycled or newspaper.
I’m happy to buy in bulk if it gets a good price.

After xmas at target/kmart is usually cheap too. But the $2 shops are cheap year-round.
Local reject shop have had “reduced to clear” rolls of wrapping paper (themed normally) for 50 cents for months now.
Even at full price like said above, a dollar or two.
I don’t even bother looking anywhere else
I like butchers paper. Can be used for any occasion.

Not sure if you have young children but turn the Christmas wrap inside out, let the kids decorate and use that as wrap for other occasions. My parents loved getting presents wrapped in original artworks.
I buy Xmas paper in the sales that's not too christmassy for use throughout the year. I got a load from ikea a few years ago that was just plain red, or with little gold stars, or stripes.

I use junk mail catalogues because they're free.

This, I've been using junkmail/junk magazine after I read them. I haven't had a complaint so far. Some have asked any reason and I have told them I find it more green as wrapping paper has the purpose of hiding the gift, and using the used magazine/junk mail is less wasteful and serves this purpose. To my surprise I have seen many people follow suit!
Anyways I don't like the notion of gifts as it generally ends up being something I don't need/like aka waste. I just do it for those whom I am sure they need/want/like something or for those that am socially obliged too.

For smaller items, there are lots of wrapping paper patterns you can download and printout that look great.
Reject Shop I have found has the cheapest rolls of wrapping paper. You can also buy individual sheets which are really cheap. I don't know if they are still 50c but I am sure they are the cheapest.
For gifts we now totally use reusable gift bags and save them. They circulate around the extended family so get reused many times. There are lots of sizes.
It all used to go in the recycling but I really got uncomfortable with the amount of wrapping paper waste particularly at Xmas.The Japanese call their gift wrap cloth furoshiki Some have really nice designs.
Ikea has a roll of free plain white or sometimes brown wrapping paper at the exit area.
I usually go there get a whole heap and take it home for my kid as a big giant canvas to draw on.You should have bought up last year.
There is nothing wrong with traditional brown paper tied in ribbon or string with a nice card atop.
If you've got children you could get white paper or brown kraft paper and they can paint it with designs for relevant celebrations. Mums and dads love that kind of thing. Grandparents too.
I can't remember exactly how much I paid, but I remember the cost was reasonable at those asian two-dollar stores and the reject shop.
