Planning on upgrading the GPU on my 3700X/B450 based system to either the 3070 or 3080 card. Will I need to upgrade the motherboard to B550/X570 for PCIe 4.0 in order to maximise performance since Ampere will be a significant leap?

Anyway with either outcome, I don't think it's worth plonking down another $160~200 or so on a board just for the PCIE-4 support for the next gen card. It's highly possible your 3700x CPU will be the bottleneck anyway once you have a 3080, followed by the max refresh rate of your monitor.
