I put mum on the AussieBB seniors plan and it's been a good move. The company is stable, the support is good, and they send out notifications in advance if they have upcoming downtime/maintenance.
A bit more technical solution but use a VOIP based solution. I have set this up for my folks.
E5186 optus modem - flashed generic firmware so it can make/receive voip calls - $50
VOIP landline rental - $30/year - transfer landline to voip provider
sim card - use a $10-$20 monthly sim plan for data. configure outbound calls to use the sim.
If he lives in town and has friendly neighbours maybe he can access their wifi for $15/month.
If he has low data usage then get a mobile plan for him… eg: CatchConnect, 10gb data mth & unlimited calls & txts $120 for 12 mths. Hard to beat $10 month!
You can set up a mobile phone with the data & tethering always on and he wont have any problems connecting.

Is a landline important? Any critical life preserving equipment? if not then a mobile phone might be ideal

Wayy cheaper than any broadband, can travel with them wherever, and easy to set up hotspot. The cheapest NBN plans are 3 times more expensive than these mobile deals.

I would also look into something mobile, for your dad, and make sure he has his phone on him at all time. If he falls he needs to be able to dial out.
