This. Apple has a 14-day, no questions asked return policy (even if the product has been opened and used)
Get someone with a Mac to do the export for you….
No native windows application that will open iMovie files that i'm aware of.
Options:
1 - get access to a mac (buy,borrow,etc)
2 - Virtual Machine macOS inside windows (avoid if relatively IT novice)

Buy a new Mac from Apple, export all your projects into MP4, and refund the Mac within two weeks if you decide a Mac isn't for you anymore. The new Air with the quad core processor upgrade is meant to be quite a computer. And probably one of the last Intel Airs you will be able to buy.
