No you had it right, this takes PoE and turns it into 5/12v. I have 2 of these, it's made cabling so much cleaner

As others have said, you're right, its 'splits out' power from a POE link, you can use this to power a non POE device
What you're describing in the 2nd bit is a POE injector, as in it injects power into ethernet
I guess the “power” out looking a lot like a power in socket is what confused me. I guess it’s a standard socket for cameras or else come with adapter cables.
This is actually PoE in and splits it out to Network + DC Current for your device at where ever your location is.
Max watts for 802.3af is 15.4 watts, which is probably why at 12V it only sends 1A the other 3.4W is absorbed through the conversion (step down from 48V), which seems quite inefficient their step-down method.For their PoE Injector that is where it takes a DC current and combines it with Network to create a compliant 802.3at or 802.3af PoE output.
Annoying how TP-Link has the same models but in the chinese market, they enabled 802.3at but in all other markets they only enabled 802.3af.
I always think that this name implies it splits a POE out to a power cable and Ethernet, but actually it’s the opposite right? It turns a normal network cable into a POE by adding power in.
