I was looking for Viva paper towels and tissues and found these to be good value given the current shortage in VIC. I prefer Viva paper towels, but not so much when the difference is $4.50.

For the benefit of Victoria and some parts of Sydney I would actually encourage these posts. However, I understand that someone from SA doesn't really face these problems and can forget the shortages.
There's no shortage for me but I'm not in a problem spot.
How does this compare to Tuffy?
1 less ply then 4ply Tuffy so presumably 25% less absorbent?

Tuffy is way better.
I'm less interested in ply and am more interested in the vibe.

Not much of a deal. The 4 layer Tuffy often goes half price $2.15 for 3 rolls = $8.60 for 12, plus 5% off GC, $8.17 total for a much better product
It's the best of what's available currently though via delivery which makes it a deal for those that need it now.
True, if you can point out where Tuffy has 1/2 on at the moment I would be v grateful.
But before that comes out, I am buying this, it's a good deal for people like me on my last half roll.

Mine arrived today and they sent me Quilton 3 Ply Toilet Paper.
5 x 9 packs for $9.90 seems reasonable enough to keep the mistake.
