There are timings that affect performance more than CL does, so a relatively loose CL doesn't mean much. You could also up the voltage to bring it down to 16 if you wanted.
Agreed, tRFC and tFAW are massive ones.
The point of this deal is to cater to the overclockers who want a guaranteed decent IC, not to people who want out of the box performance. If you want that get the 3600CL18 deal.
IMO, the 18-22-22 kit is worse than this kit. You get looser tRCD and tRP which don't scale with voltage, but only 1 tick lower tCL. But with more voltage, you can just bring the tCL down.
tRFC should be mandatory in spec sheets! I believe CJR goes a fair bit lower than the Sammy C which is probably in that kit, so maybe 3600CL19 really is the better choice. It's a shame people are just acting like tCL is EVERYTHING. Sometimes people even say true CAS is all that matters, so oh 2400CL10 is better than 3600CL18 on Ryzen. It isn't.
