It's been a special offer to specific users in the past.
From what I understand you would must not have used the app before + get lucky in having the coupon offered to you.

I don't recall Amazon ever giving me another offer like that. Amazon are really controlling and pushy about this kind of thing, just handing out new money or discounts to people. You have to enjoy Amazon for what it is, not for what you wish it would be.
