Ok, There are some conditions for this to work.

You need to have the base game, and all other DLC's, including Gathering Storm.

Steam has Rise and Fall on special now for $19.97 stand alone, However if you buy the Platinum Bundle, you get the bundle discount of a further 54% off.
Bringing the price of Rise and Fall down to $9.19 AUD

The previous Historical Low is WinGameStore on 2019-08-16 77% off $10.16 USD

  Rise and Fall isn't $9.19 if you have to pay $57.47 for the platinum bundle to obtain this price.

    Like i said, there are conditions involved, you must own the base game and all other dlc to get the specified price.

  I don't have 'Gathering Storm' or 'Rise and Fall' but both expansions are only $21.83 using OP's method of buying the Platinum Bundle.
  Basically means you get Gathering Storm (currently half price @ $27.47) for free.

  The deal here is the bundle allows you to stack the individual expansions current 50% off with the bundles further 54% off.
  I don't think this is too clear in how it is posted though.

  A further tip: If you don't have all the civs and scenarios yet buy the scenario bundle first which will be discounted 75% for the ones you need:

  Then the platinum pack gives you the the stacked 50% and 54% discounts on rise and fall and gathering Storm (basically you get one free like CitizenCane mentioned above)

  In my case this ended up being $9.98+$21.83=$31.81 vs just over $40 if I bought the platinum pack outright. (I already had base game, Vikings and Australia packs)
