It's been some time now that I've seen eBay codes on offer for the general public. I was wondering has eBay stop offering this to everyone and only offer these discounts code to eBay plus members?

Agreed. I ended up on eBay Plus because I started a trial and forgot to cancel, but figured they'd be good about it since Amazon were always cool about reversing the charge when I forgot to cancel Prime or Audible or whatever, but eBay flat out said no and said read the T&Cs. They wouldn't let me sign up through the $20 or $50 voucher deal either so I was pretty unhappy about it, but decided to put it to good use through Plus benefits… Except there are none! Every Plus item I want is cheaper from a non-Plus seller, and nothing I want is eligible for their % off sales. Really disappointed to have lost $59…
Not all are eBay Plus exclusive. For example, the recent 15% off
Though it does seem more and more are becoming exclusive such as the 20% EOFY and the recent 10% off.
It's definitely not worth it at full price but if they're offering you the bonus $50 voucher here, I wouldn't hesitate to sign up
I'm on eBay Plus and I wouldn't recommend it.
Even towards Plus users eBay is very stingy. This latest "10% off" is "spend $100 or more". They have recently removed the Plus customer service line, dropped FlyBuys and substantially reduced the available eBay Plus products. They refuse to include pre-existing Plus members in the $5 off $50 spend promotion. Coupled with the recent Gumtree sale, eBay appears trying to improve their bottom line but are downgrading their product in the process.

Do yourself a favour switch to Amazon and Amazon Prime.
