I live in NSW and pay for TAFE NSW. Why should i subsidise residents from other states?

To access government-subsidised training in TAFE NSW, including fee exemptions or concessions, you must be:
- an Australian citizen or meet the criteria of being an Australian permanent resident, a humanitarian visa holder, or a New Zealand citizen;
- aged 15 years or older;
- no longer be at school;
- living or working in NSW; or
- registered as a NSW apprentice or new entrant trainee.
Technically nothing stopping you from giving TAFE a NSW PO box, getting the concession and then down the track giving them your residential address. Once you've paid the fees they're not going to look at your QLD address, look at the fees and ask questions.
There is a policy on Vic/NSW border that allows bordertown residents to enrol like they live in the state so it may well be the same for qld/nsw.
What do the t and c’s state, this would be pretty easy to find out.
More than likely for nsw residents so no.
What category is the concession for? Reduced fees for nsw residents, unemployed, disability concession.
