Why the difference in price from Seiko watches? Is there a difference in build quality?
All of these Pulsar watches use Quartz Movements, where as a lot of the more expensive Seiko watches use Mechanical Movements, I'm sure there is also a difference in Build Quality and Materials used.

There is a difference in build quality. They feel like a step below even a cheap Seiko.
Given that, they are only sub $99 and you wont get a Seiko for that any more.
Also for the average buyer they wont notice a difference. Then again I notice a difference between say a $500 Seiko and a Swiss watch at $2,500 for example…

These have been available from StarBuy for ages at these prices. I'm not sure why they're a bargain now?
Pulsar is owned by the Seiko group in the same way that Orient is. Pulsar watches are very cheaply built compared to either of those brands. I wouldn't bother with any Pulsars except for the solar models.
If you want some decent budget watches head to Aliexpress and grab one of the plethora of Pagani Design, Guanqin, Loreo and Cadisen watches (often with Seiko automatic movements and sapphire glass).
