Ok, I noticed that in my screenshot, it shows the Australian OFLC rating. In your screenshot, it shows the American ESRB rating. So obviously the $9.98 price is the US price, while the $24.98 is the Australian price. How you managed to get the US price, I do not know. But I think this bargain should be removed because of this.
Seems to be a regional settings thing. Are you behind a corporate network with a US IP address? I'm on an Aussie ISP and I'm seeing $24.98 - guessing it's identical pricing to Steam for exactly the same reasons.
Nope, no corporate network (I use Steam too, and get their Australian prices). Has me puzzled, but I'm comfortable with the price I get.
Still haven't decided whether it's worth buying though.

Gamersgate.co.uk tends to have different deals. I grabbed Battlefield Bad Company 2 off them (http://www.gamersgate.co.uk/DD-BFBC2LEUK/battlefield-bad-com…) for £5.92 ($14.95 on their US site), but I'm not going to guarantee everyone in Australia gets that price:).
Sometimes Gamersgate change price very quickly, I got my King's Bounty plantium for around $3, but after 10 minute, they changed their price to around 10$
This bargain needs to be removed. Bargains posted on this site should be ones that everyone has access to. It should not rely on "pot luck" as is the case here.

How do you activate it on steam? I used my mobile (tethered to my laptop) to order it… so I snagged it for the $9 price. I need to wait 8 mins for a serial number, apparently, and I have the option to download it.
Can I use the serial number (when I get it) inside steam to download via steam instead? Or how do I activate it on Steam?
Don't download it, wait for the key, then select 'activate a product on steam' inside of the steam application. Paste in the key when it becomes available, and steam will take care of the rest.
